| The City Manager
is appointed by the City Council and is responsible
for administering the City's ordinances. The City
Manager recommends and establishes such administrative
measures as are necessary to carry out the City Council's
policies and directives in the most efficient and
economical manner. The City Manager plans, organizes,
and directs the activities of all municipal departments.
